Form I-131 is the official document that must be filed with United States Citizenship and Immigration Services (USCIS) in order to apply for certain types of travel documents. You should use this form if you meet certain requirements and you need a Reentry Permit, a Refugee Travel Document, an Advance Parole Document (and you are already in the United States) or an Advance Parole Document (and you are outside of the United States).

In order to use Form I-131, Application for Travel Document to apply for a Reentry Permit, you must have a Green Card or a conditional Green Card and you must be in the United States when you apply for the permit. If you are 14 to 79 years old, you must also go to a special appointment called a Biometrics Services appointment, for fingerprinting.
To use Form I-131 to request a Refugee Travel Document if you are in the United States, you must have valid refugee or asylee status, or be a lawful permanent resident of the United States as a result of that status. If you are 14 to 79 years old, you must also have your fingerprints taken at a Biometrics Services appointment.
To use the Application for Travel Document to request a Refugee Travel Document if you are outside of the United States, you must have current refugee or asylee status in the United States or have a Green Card as a direct result of that status. You must also file the application within 12 months of the time you left the United States, and explain why you failed to apply for the document prior to your departure.
To use Form I-131 to apply for an Advance Parole Document if you are already in the United States you must have pending applications for adjustment of status and a valid reason for travel; or Temporary Protected Status (TPS). You may also use this form if you have TPS, T or U non-immigrant status, or meet any additional criteria specified in the Instructions for Form I-131, Application For Travel Document.
To use this form to apply for an Advance Parole Document if you are outside of the United States you must also meet the criteria in the Instructions.
Fill the Form I-131
Fill out the form by typing all required information, or writing clearly in black ink. If a question does not apply, type or write “NA” in the appropriate space. Attach additional sheets of paper to the form if you need more room to answer any questions. Be sure to put your name and Alien Registration Number (if applicable) at the top of each sheet, and include the number of the question you are answering. Be sure to sign the form in the applicable space. Do not forget to send the required fees and all supporting documents with the application.
