This fee cannot be waived, also it is not refundable, regardless of any action USCIS takes on your petition. You may pay the filing fee with a money order, personal check, or cashier’s check. As for the biometric services fee, you do not need to include it at the time you submit your I-130 petition, if you file this petition with USCIS.
