When you, as a petitioner, file Form I-130 your alien relative, a beneficiary, gets a place in line and waits till there is a visa number available. And only then he/she can apply to become a lawful permanent resident. Usually, after getting Form I-130 approved it is required to submit Form I-485, Application to Register Permanent Residence or Adjust Status, with several other related USCIS forms (on condition that the immigrant is adjusting status inside the USA).
