The question is related to item 2, Part 3 on your Form I-90 application. You need to write into the field the location (the city and country) of the U.S. Embassy or Consulate where you received your immigrant visa. Otherwise, if you were located in the United States and you applied Form I-485, you need to write into the field the location of the USCIS office that granted you the adjustment of status. The location you write into the field 2, Part 3 on Form I-90 may coincide with the location that you wrote into the field 1, Part 3 on Form the same form.
